€20 billion Africa-Europe tunnel projects could transform manufacturing and trade

Two ambitious undersea tunnel plans linking Africa and Europe are gaining traction as both areas seek safer and more reliable economic ties in the face of increasing global shipping route insecurity.

Aside from enhancing transportation, the projects are increasingly seen as possible drivers for manufacturing growth, industrial expansion, and speedier goods movement between African and European markets.

One of the proposed developments is an underwater highway tunnel between Morocco and Portugal.

The project, estimated to cost more than €800 million, would connect northern Morocco’s transport system to Portugal’s southern Algarve region, establishing a direct land-based logistical corridor between the two continents.

At the same time, momentum is gathering for a much larger Morocco-Spain undersea rail tunnel project, which might cost up to €20 billion.

Both initiatives mirror broader efforts to minimize reliance on congested marine trade routes, which have become increasingly vulnerable to geopolitical conflicts and shipping delays.

The projects have the potential to be game changers for Africa’s manufacturing industry.

Faster transport linkages between North Africa and Europe might reduce delivery times for produced goods, lower shipping costs, and increase supply chain efficiency for manufacturers in both regions.

Morocco, which has already established itself as one of Africa’s top automotive and industrial production hubs, may gain greatly from increased physical connectivity with European markets.

Industrial manufacturers in industries such as automotive assembly, textiles, food processing, and renewable energy equipment manufacturing may have easier access to suppliers and export destinations.

According to sources, the Morocco-Portugal tunnel will have a twin-bore design with distinct traffic lanes and emergency safety corridors.

Engineers are also investigating new building technologies, such as submerged prefabricated pieces and specialized tunnel-boring equipment that can operate under high seabed pressure.

The project planners disclosed that the development will be more of a long-term infrastructure change than a traditional transportation enhancement.

Construction would most likely take place in phases to minimize inconvenience while guaranteeing conformity with regional logistics systems and environmental norms.

While neither project has gotten full government sanction, rising interest demonstrates how infrastructure is increasingly linked to industrial competitiveness, manufacturing resilience, and Africa’s growing participation in global trade networks.
